Discount tier based on other tier

I'd like to be able to offer an automatic discount based on the price of a different tier instead of the default selling price. For example, if we had a Selling Price tier, a Wholesale Tier, and a Truckload tier, I'd like to do a 15% discount for the Truckload tier based on the price of the Wholesale tier.
